It means you need to get in the Contest and earn 10 Tiara Points ...
1) Details from Fashion SLOTS:
When you get 100 keys, use them ALL in the FASHION SLOTS. Confirmed that 100 keys complete both 100 keys tasks.
I hope you get luckier than me - my 100 keys only gave me two (2) items as you can see below.
I used about 110 keys in the slot machine and I didn't get one single item :(
